Getting the digital identity first

The Sede's own list of accepted signature systems names the electronic DNI, certificates issued by the Agència de Tecnologia i Certificació Electrònica (ACCV) and the Fábrica Nacional de Moneda y Timbre (FNMT), every other qualified certificate on the Spanish trusted list, and Cl@ve Firma. Cl@ve Firma is the cloud-signing service for people who already have a Cl@ve Permanente account, so a Cl@ve PIN code alone is not enough.

For a newcomer the practical order is NIE first, then a certificate. The FNMT certificate for a natural person and the ACCV certificate both involve an in-person identity check before they are issued, which means the online padrón route rarely helps in your first week in the city. EU citizens whose national identity card carries no signature run into a specific rule on the Sede: they must present the original passport or come in person. Check the identity document you plan to upload against that line before you start.

Filling in the form and attaching documents

Press Iniciar trámite on procedure PA.GP.11, identify yourself, complete the form and attach the documents the Sede lists for your case: identity for every adult, the family book or birth certificate for any minor, and the housing document. The housing document must show the property's cadastral reference; if it does not, add a recent IBI receipt, a cadastral report or an updated nota simple that does.

For a rental the Sede asks for a contract of more than six months, signed by everyone it names, plus the last rent receipt or transfer paid within the last two months showing landlord, tenant, month and address. Month-to-month renewals do not prove the six months. A room rental must state the total number of rooms in the flat and which one is yours.

Two rules on file quality bite online filers most. A printed and rescanned electronically signed document is not valid unless it carries a CSV verification code, so attach the original signed PDF. And any foreign public document from outside the EU has to be apostilled or legalised, with a sworn translation if it is not in Spanish or Valencian.

Who cannot file online, and what to do instead

Nobody without one of the accepted signature systems can file, and there is no username-and-password fallback for the alta. The counter route through a cita previa, or a walk-in at the Casa Consistorial's Periodista Azzati entrance, is the answer, and the documents are the same.

Filing for another adult is restricted online. The Sede accepts a representative only through an entry in the Comunitat Valenciana or State register of powers of attorney, a notarial power that specifically covers padrón, or accredited professionals: gestores administrativos, graduados sociales and property administrators who have signed the council's agreement. The in-person delegation form is explicitly for counter use only.

People in special housing situations, with no fixed address or unable to prove the right to occupy their home, go through the separate special-cases procedure with Servicios Sociales rather than PA.GP.11. And a registration for a child whose other parent will not sign needs one of the Modelo 2 or Modelo 3 declarations, which the Sede lists next to the form.

After you press send

You get a filing receipt to print or save. From then on the Carpeta Ciudadana on the Sede shows the state of the request, lets you download copies of what you filed and is where you attach anything the council asks for. Do not file a second request because the first has gone quiet: the Sede asks you not to, unless you know a document was missing.

The formal deadline is three months, and administrative silence is positive when the essential requirements are met, so an unanswered file is an approved one. In practice you will want proof sooner: once the registration shows in the Carpeta, procedure PA.CE.10 issues the certificate instantly with the same digital certificate you used to file.

Non-EU residents without long-term residence must renew the registration every two years, and that renewal can also be filed online, with the rental contract and the current month's receipt, or the deed, attached as proof you still live there. Miss it and the council removes the registration on expiry without writing first.
