What Is Empadronamiento?

The Padron Municipal is Spain's official population register. Every municipality is required to maintain it, and every person living in Spain - regardless of nationality or visa status - is entitled to register at their address.

Registration is tied to your physical address, not your visa. You can register on a tourist visa, on the Non-Lucrative Visa, or as a Digital Nomad. It proves you live where you say you live.

You cannot apply for a SIP health card, enrol children in school, or exchange your driving licence without a valid empadronamiento certificate. Do this in week one.

Step-by-Step Process

Book Your Appointment

Go to sede.valencia.es and search for 'Empadronamiento'. Choose your district (Junta Municipal) and select an available slot. Appointments release daily - aim for 9 am when new slots appear.

Gather Your Documents

Bring originals and photocopies of everything. Missing a copy will mean rescheduling - Valencia's offices rarely have a copier on site.

Attend the Appointment

Present your documents to the municipal officer. The process takes 10-15 minutes. You will receive a stamped certificate (volante de empadronamiento) the same day.

Use Your Certificate

The certificate is valid for 3 months. Use it to apply for your SIP health card, school enrollment, and as proof of address for NIE/TIE appointments.

Renting a Room? You Still Qualify

If you rent a room in a shared flat, ask your landlord to sign a declaracion de autorizacion de empadronamiento (a simple letter). Without a lease in your name, this letter is your proof of address. Valencia's Junta Municipal offices accept it routinely.

Can I register before I have a NIE?

Yes. Empadronamiento does not require a NIE. Your passport is sufficient identification. In fact, doing empadronamiento first often speeds up your NIE appointment because it serves as proof of residence.

Can I register if I'm renting from Airbnb short-term?

Generally no - you need a verifiable, stable address. A hotel or Airbnb address will not be accepted. You need a signed rental contract or landlord authorisation letter for a private address.

How often do I need to renew?

As an EU citizen, you must confirm your registration every 5 years. Non-EU citizens with a residence permit do not need to renew - your registration persists until you change address.

Does my whole family need to be present?

The person registering must be present. Children under 16 do not need to attend, but the parent/guardian must present their birth certificates. Partners must register separately if not part of the same appointment.

Can I do it online without attending in person?

Only if you have a valid digital certificate (certificado digital) or Cl@ve PIN registered in Spain. For most new arrivals this is not yet possible, so an in-person appointment is the default route.
